My first thought was this might be a foreign cyber attack. Glad it wasn't. I agree the ability to communicate in an emergency is critical to any safety operation.
In preparation for emergency events, other risk mitigation efforts to consider are to maintain a land line and consider getting a radio license (Ham or General Mobile Radio Service (GMRS)).
I obtained a General HAM radio license in the event cell phone systems or the electricity grid goes down.
In early February, the FBI held a Sheriffs Association Conference in Washington, DC where the FBI announced the rising threats regarding potential terrorist threats in the country. (IMHO this is an outcome of the open southern boarder).

It's very possible our places of worship are vulnerable to these terrorists.
